Mark D. Johnson, President/CEO
Mr. Johnson is a respected entrepreneur and leader in the

education technology

industry. Prior to working at NTC, Mr. Johnson was the Chief Operating Officer of

ESP Solutions Group,

the leading D3M solutions provider in the state education agency market. He led ESP's corporate re-branding and expansion strategy, which included the areas of marketing, product strategy, business development, partnerships, and internal operations.
 
Earlier in his career, Mr. Johnson was Co-Founder and President of

Highwired Network,

an

online education

company based in Cambridge, Massachusetts. Under his direction,

Highwired

became the world's largest online network of high schools and received EdNET's prestigious Rookie of the Year award in 1998.
 
He has consulted to several

education

software companies and organizations, including the Harvard Graduate School of Education's WIDEworld project, an online professional development site for

educators.

Additional experience includes marketing positions at Lotus Development Corporation/IBM and Walter Bennett Communications.
 
Mr. Johnson earned an MBA from Babson College, with a double concentration in Entrepreneurship and Marketing, and a BA from The University of Texas at Austin. In 2000, he was recognized as the "Young Entrepreneur of the Year" by the Massachusetts Interactive Media Council.
 

 
Russell Buyse, Chief Operating Officer
Mr. Buyse is responsible for managing all elements of NTC's

product development

and client delivery. He has 20 years experience in

software management and development

and is a veteran of five start-up companies.
 
Most recently, Mr. Buyse was Vice President of Product Development for ESP Solutions Group, where he managed product definition, development, testing, documentation, and delivery. Prior to working at ESP, he was the the Director of Engineering at PerformanceRetail, Inc., where he directed the development and maintenance of a suite of retail merchandising products.

Prior to that, he founded Reveal Software Corporation, a startup firm using a static analysis technology to solve the expensive, pervasive, and longstanding problem of verifying software during the product development process.
 
As an early employee of both Tivoli Systems and Vignette Corporation, Mr. Buyse managed product teams for numerous software applications, which involved leading the efforts in

product engineering, software development, and application management.



He is a graduate of The University of Texas at Austin and holds a Bachelor's degree in Computer Science.

 

Barbara S. Clements, Ph.D., Chief Standards Officer
Dr. Clements is nationally recognized for her work in all areas of

education information systems

content and use. Her current responsibilities include development and implementation of standards related to

student academic records/transcripts

and procedures for maintaining

privacy and security of student records

in conjunction with the

Family Educational Rights and Privacy Act

(

FERPA

).
 
Dr. Clements is a current member of the

Postsecondary Electronic Standards Council

(

PESC

) Board of Directors. Before joining the

National Transcript Center

as the Chief Standards Officer, she served as the Vice President for

Education Services for ESP Solutions Group,

where she led the Federal Practice Group in Washington, DC.
 
For 10 years prior to joining ESP, Dr. Clements was a Project Director at the

Council of Chief State School Officers,

involved at both the national and state levels in the development of specifications for data elements, codes, and collection systems in such products as SPEEDE/ExPRESS, the EDI standard for the exchange of

electronic student transcripts,

NCES's

student and staff data

handbooks,

confidentiality

guidelines, and

technology selection

guidelines. Many of the projects she directed were funded by the

National Center for Education Statistics (NCES).


 
She graduated from The University of Texas at Austin with a Ph.D. in Educational Psychology, Quantitative Methods and is a licensed Spanish teacher.
